What this song points out is that we can never be completely happy with one or the other because "sandcasles crumble and hunger is human and humans are hungry for worlds they can't share" even though the city is an "island of noise in a cobble stone sea" While a seagull can happily live in both worlds, humans can be happy in neither. What i love about this song is how Joni's voice sounds like seaguls crying in certain parts :)
