I've always interpreted this song as being the singers thoughts as he was preparing to kill himself.

"In this hour of darkness, Just before I say goodbye, Smoking teflon cigarettes, I chew my cyanide chlorettes"

I think this references him just sort of sitting back and relaxing and thinking about his plans before going through with anything.

"I write down a fake confession, And i send it off to you, You did it"

Sounds to me like that was him writing a note, telling why he was doing what he was going to do. He's likely blaming his actions on another person, and plans on that person to read it.

"Swim up the river, Shoot on my head, Bury the hatchet, In the fertile riverbed"

Sounds like he's considering his plans again and trying to make a decision.

"Drove my car over a cliff, Saw myself lying dead, They tortured me, With the cable TV"

Him thinking about what people will do with him or how they will perceive him after he dies.

"In this hour of darkness, Everything's turned gray, Now it's time for all good things, To pass away"

Him deciding that even the things he cares about aren't worth living for, and that he's decided to go through with it.

"Don't ask me why, why, why We all must go, go, go go, go You did it faster"

Him pretty much just saying that he sees no meaning or purpose in his life, and he's blaming another person again.

"Now the tears run from my eyes, But it seems like there's no running from the lies, My heart, my poor heart plays tricks on my mind"

I think this is another person, finding out what had happened after he was gone. They're beginning to go through the grieving process, going into denial after learning what had happened.
