I suggest putting the lame_enc.dll in your Audacity folder which should be located in the following directory:
C:/Program Files/Audacity
Once you've done that then you should be ready to start recording and saving as MP3s.
For example say you have just recorded a song. Click on the File tab, then Export As MP3. You should be prompted to locate your lame_enc.dll file. Just find the folder it's in (in this case C:/Program Files/Audacity) and click ok. That should be the only time it asks you about the lame_enc.dll file.
Once you have located it you can successfully save the recording as an MP3 and you can also edit the MP3's ID3 tag.
ID3 is just a data container for the MP3 format and it stores information like: artist, genre, song, etc.
