I think that 'Never Let Me Go' by Florence & The Machine is definitely one of those songs which is telling a story that isn't black and white. You could interpret this song one hundred different ways, there's a lot of grey area here, so the song could almost mean whatever you want it to mean. However, I must admit that I personally find this song to be more about depression and suicide than just another run-of-the-mill metaphor-filled love song. Lyrically, this song is more about suicide than anything else. Take the first verse:

Looking up from underneath
Fractured moonlight on the sea
Reflections still look the same to me
As before I went under

In my opinion, the singer has decided to commit suicide by drowning, and the first verse describes how she feels about ending her life; she's looking up from underneath the water, which is why the moonlight is fractured, but she doesn't want to try to save herself; the 'reflections' which look the same to her are just a metaphor for her outlook on life, meaning even though she is now drowning, she doesn't want to stop herself.

She then says:

And it's peaceful in the deep
Cause either way you cannot breathe
No need to pray, no need to speak
Now I am under

In this verse 'the deep' is death, as death is finally being at peace. When the singer says 'either way you cannot breathe', this just means that she feels trapped in her life (probably by depression) and cannot breathe (escape). She says there is 'no need to pray, no need to speak, now I am under', because at this point she can no longer prevent her death.

In the next verse she is saying that death is 'breaking over me' and she's found 'the place to rest my head', therefore she's found what's potentially her final resting place.

The arms of the ocean
Are carrying me
And all this devotion
Was rushing out of me
And the crashes are heaven, for a sinner like me
But the arms of the ocean...delivered me

In the chorus, the singer is saying that the ocean is carrying her to death, she's drowning. She feels devotion because she is grateful to the water for releasing her from her pain. She says 'the crashes are heaven for a sinner like me' because suicide is often seen as a sin. 'The arms of the ocean delivered me' means that she has drowned.

In the next verse, she says 'the pressures hard to take' because drowning is painful, but 'it's the only way I can escape, seems a heavy choice to make' means the choice of suicide is not a light one.

Finally, the singer says;

And it's over
And I'm going under
But I'm not giving up
I'm just...giving in

I interprete this as meaning that she has finally passed on, she's 'going under'. She does, however, say that she feels that 'giving up' and 'giving in' are two different things. She doesn't see her suicide as giving up, just giving in to her suicidal thoughts.
