This song is describing the mental state of Penelope at the fag end of her 20 years wait for Odysseus/Ulysses coming back from Trojan War. Probably during the times when Penelope has arranged for the contest for her suitors to string the bow of Odysseus (her patience has worn off/ she knows no one can string the bow except Odysseus) and win her as prize. Now she has met a stranger among her suitors, who is actually Odysseus in disguise/ disheveled from his adventures and somewhat fallen for him, thus the lines "I'm floored by your sound" but on the other hand she still feels for Odysseus "When you look back to where you started I'll be there waving you on." Marling uses this classic example of cognitive dissonance from ancient Greek mythology, showing the motifs are still analogous in present human life, probably touch us all at some point of life. One has to be really lucky in life to avoid this test of intention.
