From what I read of the lyrics, and looking at people's ideas about it concerning war, I think it's about POWs. Particularly, the latest trend of broadcasting their execution. Let me explain:

The song begins with a jubilant soldier ready to fight for his country, but soon moves to fear (I think as he is captured). Soon, the perspective switches to that of the captors. It details their torture of the prisoner "let us bruise their knees" for the sake of striking fear through video "we will aim straight for the feed". All this leading up to the execution "your throat has been cut several times". Finally, the dead's eyes will stay open implying a restless death "when it's all over and you open your eyes", and he will fall lifeless to the floor "to see the room turned on its side", leaving only a body and a failed purpose "you'll be lying by a note on the floor signed the royal we".

On the aMOTION commentary, Maynard says that this is about what he heard at a speech. The speaker said something to the effect of "Don't let your halo choke you to death when it's hanging there around your neck". He said this is about when people feel high and mighty because they beat their addiction. He is trying to let them know that even though they beat the addiction, they still can't forget all of the hardships they put themselves and other through.

I'm pretty sure this song is Maynard's release of rage at God. Judith was the name of his mother, who was in critical health for a long period whilst always maintaining her faith and praying to get better. Once she passed on, Maynard must have felt that God did this to her and made her suffer even though she was avidly faithful to him.
