I agree with Warmphase that there is a lot of Nazi-era imagery in there, but to me the song seems to be saying that in order to overthrow our enemies ("take Berlin") we must overthrow the corruption within our societies, or even ourselves ("first we take Manhattan"). This also fits with the notion of trying to change the system from within, and the lament of superficial and corrupt practices (fashion business and drugs that keep you thin), not unlike the condemnation of similar modern developments in the song "The Future", which also mentions Berlin, or at least the Berlin wall.
I don't know for sure though, perhaps it's open to interpretation. Great song though.

I thought the same as Yoloko, it is about him wanting the ideal love, and not settling for a woman who really loves him. Also, he doubts that she would enjoy his lifestyle ("you wouldn't like it here") as partners of famous people are often under media scrutiny ("the judgments are severe"). Also, it sounds like by the end of the song, the woman has become so discouraged by either his lack of feeling for her or his willingness to just settle for her and "be alone together" that she attempts suicide ("fallen on the highway").
Brilliant song... it haunts me.

I think perhaps there's some eating disorder imagery in there...
"the skeleton that surrounds you"
"running from winter" (if you're too thin you get very cold)
"there's an emptyness inside you"
