This song isn't about bud at all. It's about addiction, yes. But when he says "last dance with mary-jane , one last time to kill the pain." he isn't talking about one last bowl or something. Its about a pretty girl that he met that came from a good town whose mother never payed attention to her so she grew up trying to fill voids with other things; such as drugs, boys, and partying. "Oh my my. Oh hell yes. You've got to put on that party dress" symbolizes addiction to partying. When it says "there's pigeons down on market square. Shes standing in her underwear. Looking down from a hotel room, night fall will be coming soon." That sybloizes her realizing her addiction. That line reminds me of Forest Gump when Jenny becomes a coke head and climbs on the railing of her hotel room because she can't handle the emptiness of her addiction. It's the same thing.
