This song is about being over exposed, and learning to let it go, in different ways.
It's interesting how a few lyric inconsistencies change the meaning of this song, heh.
"He'll buy, bottle the suns for you and everyone." turned out to be incorrect, as was "DVDed or TVed." I corrected them from Jenny's site with the official lyrics.
That aside, I think this song is actually about someone who's let go of their religion.
This person "tired of falling to their knees" to pray, and tired of talking about it. Now they've let loose and are living a carefree life, hence the narrator (or Jenny) tells them to go see Fernando, "he'll buy a bottle of suds for you and everyone."
i would have thought it was you're classic "come to the disco" kinda song. You know, get all dressed up, forget about your problems and go out sorta thing. chain up the sun= disco ball? maybe!
I like to think of Fernando in this song as a personification the San Fernando Valley.

Fernando was the name of the teddy bear on the "Golden Girls" episode she was on as a kid. Not saying that's related, but it's interesting anyway.
