This person got really burned in a previous relationship, and because of this is unable to love and show care in his present one, even though he so badly wants to. It's lovely song, and very sad. You can really feel how defeated and frustrated he is with himself.

As with the other verses. this is the height of powerlessness and despair. It is the theme of the entire song. Nothing goes right and conventional forces (Railroad men- preacher) either assault one or are phonies. Even "Ruthie" sees through the singer's pretenses of happiness.
The idea that "Memphis" is a longed for place of beauty and he is nearing it is nonsense. Memphis is dreaded and is quite literal, for the blues of terrible despair somehow are associated with it and to find one again in them is excruciating. ("Can this really be the end".
I fully agree with this commentator in that, for me at least, the whole point of this song is the feeling that comes in the moment of realization that one is utterly trapped, trapped in a situation of one's own making, despite warnings and one's own deep-down knowledge that things would inevitably come to this.
To whom, other than 'Mama' - the one utterly trustworthy source - would one dare turn for confirmation that 'this could Really Be' the End, the ultimate consequence of failure to get it right This Time?
The first time I heard this song performed live by Dylan was in a closed rehearsal session with the members of the Grateful Dead, prior to them all going on tour together. The dead played it regularly as part of their own repertoire of songs. Bob was obviously enjoying himself, and they really let themselves go with the spirit of the song. It went on for a good 15 minutes, and experience was truly hair-raising.
