To me, the phone signifies a connection with someone else, since that's what phones are for. I think the planes flying overhead in the video could be the woman he was arguing with. She arrives over and over again, and tries to call him (you can hear a staticky woman's voice near the end saying hello), but he doesn't hear or respond. He should be able to (he has the money), but in reality, he can't (the phone is broken). Maybe this is because of their religious differences.

In the video, the angelic little girl tries to speak to him, but he can't hear her, either. He's supposed to be able to hear and respond to the Holy Spirit's voice, but he can't. (I see this theme in Are You Happy, too). You know he wants to because he waits and waits and waits. It should be easy. God (and the woman) are making the effort, apparently, but he remains "half asleep." Maybe the woman was trying to evangelize him; that would make her efforts and God's efforts coincide. But it's hopeless. Even when the angel seems to fix the phone, it remains broken.

"I've been downhearted, baby, ever since the day we met." It's sad; it's heartbreaking.

There's lots more to this song, but I chose to focus on the relationship part. I'm sure I interpret it this way because I'm an ex-Christian who got tired of waiting, but I suspect the writer (don't know the name) had something like this in mind. Listen to Are You Happy (on the same album) and you'll catch the theme about being able to hear God. It's in the sampling, not the lyrics.
