Maybe Rosie plays the part of this little girl's mother. The red dress/boots show her being kinda materialistic, maybe?

To me, it feels that while Rosie is offering some sort of consolation to this imaginary girl, who is obviously ridiculed by peers, she is also trying to make her fit in and change ("Put your red dress/boots on, and they'll wave to you").

Whenever I hear this song, I imagine an abusive man who is frustrated by his wife staying with him even after he does terrible things to her. He is filled with a deep regret, for he knows that he really is not that strong and that he cannot control himself.

I've always thought that the guitar in this song is kind of unsettling; like a lurking, haunted instrument. Although this is a beautiful song, I think it may be about a man lusting for a woman, maybe even stalking her. He thinks much of his abilities to use words and actions to attract women. The lines "first you're ripe, and then you're rotten" show that he could change his mind about the person anytime, and that he has the power to make that decision.
