I'm not even a native English speaker, but the meaning of this fantastic song is very clear to me. In short: "It's about time to topple the system from within!"

In detail:

"London calling to the faraway towns Now that war is declared and battle come down London calling to the underworld Come out of the cupboard, all you boys and girls"

Something is brewing, there's unrest emerging from London. The youths are unhappy and starting to act. London ist the center, the starting point of actions.

"London calling, now don't look at us All that phony Beatlemania has bitten the dust London calling, see we ain't got no swing Except for the ring of that truncheon Thing"

Swinging London, Beatles, all that is not what London stands for anymore. It's just a fading memory of good times. Riots are what make the city swing now.

"The ice age is coming, the sun's zooming in Meltdown expected, the wheat is growing thin Engines stop running, but I have no fear Because London is drowning and I, I live by the river"

The news are full of bad and apocalyptic themes - nuclear threat (engines stop running in the case of a nuclear blast), contradicting info about climate change - but the real short term threat is the unrest that comes out of London. London is drowning in bad politics, social injustice and riots. So forget the media, look at your neighbourhood!

"London calling to the imitation zone Forget it, brother, and go it alone London calling upon the zombies of death Quit holding out and draw another breath"

The imitation zone is the rest of the country which sees London as a model. The real London (the awakening youth) appeals to the people who are dozing and should wake up and join the protest.

"London calling and I don't want to shout But when we were talking I saw you nodding out London calling, see we ain't got no highs Except for that one with the yellowy eyes"

It's hard to convince others when they are sedated, so we must get louder and louder. London isn't outstanding anymore, except for the number of drug addicts.

"Now get this London calling, yeah, I was there, too And you know what they said? Well, some of it was true! London calling at the top of the dial After all this, won't you give me a smile?"

After all there will be success, even the media and politicians will recognize it. So be there, take part, and London will survive like Phoenix out of the ashes!

The unrest grew big and succeeded. Many people joined the movement.
