Richard Meltzer wrote it to annoy Les Braunstein, who was the singer at the time. The two didn't get along and Braunstein was rather pretentious and hated performing it. After Eric Bloom replaced Braunstein they continued to do the song because they thought it was amusing. Most bands at the time had a few funny novelty songs in their repertoire as well.
