I really like this song. I'm not sure what it's about, but I'll take a crack at it.

I would just guess that the girl in the song has grown tired of her hometown. She feels confined by it, and thinks that the people there are confined too. She seems to think that the person she's addressing- not sure if this is someone she has feelings for, or just a friend- could have a relationship if he (or she I guess) wanted to (You have a voice and you have a phone) but she doesn't. Likewise, the singer is in something of the same position, but every time she has the chance, she "turns her brain and body off," and screws it up. The reason I think it might be about a crush is the "it's so hard to talk to you" line. The frusteration in the line- it's easily the most emotional one in the song- implies something more than friendship, I think. So, both of them are stifled. I think she blame it on the town, because she always talks about leaving. I'm not sure what the second line of the second verse means... however, it does make sense if she regrets trying to come back, and that was a mistake, because she was stifled again. There are numerous references to leaving, and finding something more- whatever's "Out There," but by the end she seems to have grown more cynical, yet still wants to leave. However, she doesn't seem to think she's had any impact on the town, since she'll "leave it like she found it."
