I took it to be a lamentation about loss of innocence(narcotic indulgence creates a major loss of innocence btw). The "little sister" with "eyes so wide", however, certainly does not mean cliched dilated eyes/use of endogens, hallucinogens, or amphetamines. Eyes being "wide" conveys the idea that somebody is seeing something for the first time (innocent). I think this was written to contrast a world filled with drug fueled debauchery with a more innocent existence (lil sis)....
