I say the "Discover L.I.M.P. Say it" is a brillant use of the Speak-N-Spell. Seriously, what other song has utilize on such old technology this this one has? Seriously, using old techinology in music is cool. Heck, a bunch of DJs use old Gameboys to make techno tracks (A whole subculture has come about with this).
Besides, the music video was made for a promotion for the film "Gothika", so naturally (seeing that the film features the song) the film's leading star (Halle) was going to be in it. The reason for the kiss in the video was to convey the switching of sides. Halle begins as the doctor and Durst as the patient, but then they kiss and then she's the one in Dursts previous position. She is now "behind his eyes" so to speak, and he is in hers.

That's about it.
