I personally interpret this song as being afraid to show vulnerability.
She says the worst thing she can do is cry in front of him/her; to cry infront of him/her would be to show that she, infact, possess a weaker, needier side.

I feel like it's meant to be towards different people.
I sort of think it's towards Sandy because in the musical version she doesn't accept Sandy's help. In "Look At Me I'm Sandra Dee" she compares Sandy to a girl who makes guys like her but doesn't let any of them touch her. And in this song, she talks about not waiting for Mr. Right and teasing guys, which she wouldn't want to do. Also, in the musical Sandy calls her some mean names so I think it could be comparing herself to Sandy and saying "Yeah, I have flaws, but at least I'm not you."
Also I think it could be possibly directed to Kenickie because she sings it after she finds out she might be pregnant with his child. She talks about going with a guy or two, and in the movie, she tells him it's not his baby but another guy's. And Kenickie is not happy about it. She says "I could hurt someone like me out of spite or jealousy." That would describe how she felt towards him at this point. And she certainly would never cry in front of him.
Then again, this could be towards anyone in the movie. Throughout the movie, no one sees good in her, really. People call her worthless, and it really does hurt her. She's saying that in her eyes, all these people are worse than her and yet they hurt her badly, but she refuses to give them the satisfaction of seeing her cry.
I really love it though because it shows her vulnerable side and shows that she can't brush off all the cruel things other say, but at least she can stick to what SHE thinks is right (or more so than what they are doing) and be strong enough to not let them see that they hurt her.

3nd fav Grease song it about a girl how sleeps around. she is talking about how most girls tease and she fells that is worse than slepping around
