He continues by adding that this person is feeling the weight of having disappointed his father and doesn’t have any friends to rely on in this difficult moment. Definitely written about Kylie Minogue, who wanted to "dye by her own hand" she decided to go peroxide blonde, so he wrote a song about it.

I was a technician for INXS back in the 80's. This song is about Huchence girlfriend who was acting in a movie and needed to dye her hair blond. She made the comment that "they want to make me a suicide blond" so he took those lines and created the hit. Too bad he died soon after....
Umm... Close. Is your memory a touch off by a decade or so? Suicide Blonde, was, indeed a hair colour. But Michael died in 1997. The umm... actress? She came (and went) some time prior.
