This sounds less like a war against machines by humans and more about the problems associated with the increasing influence of technology within humans themselves, and how this will eventually lead to them relinquishing control over their own minds.

An interesting lyric is "The mind now knows / new levels of fear". If there was a way to reprogram the human mind through technological means, then surely it could be possible that new, stronger forms of pain and fear could be programmed in.

The song is a reflection on those ideas, I think.
