The song seems to suggest that people are petty and backwards looking, and they try to tear down people who try to achieve something great - like the Pixies, perhaps.
I've always thought of this song as the story of a new Eiffel ("Little Eiffel"... maybe a descendant of the original architect) who built a space rocket in the form of the Eiffel Tower in order to travel to a new world. I got that idea from the CD cover which features an Eiffel Tower blasting off and the verse that says "Pioneer of aerodynamics".
To the person who said this, "phallic" means resembling a phallus (penis) SO when he says "He thought big and they called it a phallic" all Francis is saying is that people mocked the Eiffel Tower because it looked phallic.
