    My Interpretation

    It's about loving someone and letting them slip away. The person was to scared to reveal their true feelings, and now it's too late. They're wondering if there was ever really a chance. All they want is to find that person and be with them. Their love is taking over them. This person is a faded image of their old self. "Shallow waters", or their current life didn't meet their needs, and they risked so much, that now they are lonely.
