    I wondered if it was supposed to be "toe-ing" or "towing".

    I like to think of it as "towing" for some reason. It makes for a better vision in my head of a sailor or fisherman heading out onto the open sea (towing lifeboats, or a net with which to catch his fish) looking for a New World to plant his pocketful of seeds.

It has all the clawing your way to a better life, but in this case the protagonist never makes it with her love; in fact she is dragged back down by him.
