As far as this song goes, I'm guessing Andro refers to either/or both an android or an androgynous person. Android would fit with all the sci-fi imagery, and combined with the esperanto, it seems like love story told through a futuristic vision of society.
The protagonist is a human, in love with an android, considering trading some human parts for bio-mechanics so that their relationship with the 'andro queen' will work. She goes away, he upgrades, and now he's waiting for her to return from space so they can finally bone.
