The eyelids mouth represents the expression of spiritual enlightenment. This enlightenment has been corrupted, thus the scream and the tear that has won.
"Who let the water run down? (cry internal) Who let the river run dry? (live internal) Who let the water run out? (burn internal) Who let the river run wild? (die internal) Who let the water run down? (cry internal) Who let the river run dry?"
The river represents internal consciousness splitting into separate forks (personalities) at the hands of some kind of unidentifiable abuser. Thus the question "who?", and the different internal states: cry, live, burn, die.
"Through the eyelet comes Unimagined light Unremembered sun Only the rivers run But never hide"
The "third eye" can perceive light as reality, but cannot remember. All things that run, hide. But you can't hide from the inner world, only run.
Altogether, seems quite occult.

i feel like it's about crying until you can't cry anymore. "Who let the water run down" and "who let the river run dry" are asking "who made the narrator cry like this"

I think it's about the sun or the heat or crying.. Crying makes the water run down, and the sun and the heat can make a river run dry. Is this what Matt Cameron thought about when he wrote this?
