    My Interpretation

    This song was written for The Hunger Games specifically. Whenever I listen to it, I always think of President Snow & Seneca Crane. President Snow being "The Ruler" because he rules Panem & has complete control over it. Seneca Crane (The Head Gamemaker) being "The Killer" because he controls how the actual Hunger Games are played out in the arena. This is my interpretation, but I'm about %99 sure this is what it's about because the song is pretty self-explanatory.

    As mahoganyfox said, the song is pretty self explanatory if you've read the books. Although, I think this song is just about Snow. He is the ruler of Panem and he's letting them all die.

    I think that whenever he's saying "hey, hey" and "yeah, yeah" it's kind of like President Snow laughing at the citizens of the districts, because in the book, he never gets upset, he just has a mocking smile on his face.

    Obviously this is about snow. He rules, and if he wishes it, you will be killed. I love this song, it captures the epitome of snow so well.
