I agree, I think it's supposed to be soul, as an homage to Hall & Oates's "I Can't Go for That (No Can Do)", specifically the line "You've got the body, now you want my soul".

Of course you can take it literal that he wants to take her back one day to 'the bay' rather than some flashier location such as hong kong, tokyo, etc. But, since love/relationships is a popular topic I think it's symbolizing him. They were together she grew apart due to work and wanted bigger and better things. But he knows and he knows she knows the private little world they had together 'the bay' is what she really wants. Or at least he hopes. And will take her back one day when she realizes that the bay 'felt so good' .

I think it's about wanting to go on holiday to some small seaside bay (perhaps the likes of Torquay where the video was shot) instead of going to a famous city where most tourists visit. Perhaps also the narrator and a loved one to whom they is addressing in the the song have a lot of memories there.

To me it is like the artist was last year at "the bay", a really trendy, expensive and beautiful place (like french riviera) where he stayed, felt inspired and created art.
The lyrics of the verses are just some sentences extracted from a chat between the artist and some big guy in the music industry (producer, manager, record company or something) who wants to do a project (album, performance, ...) with the artist and to take him back to "the bay" : you ve got to go / lets make this happen / do you have the song etc
Then the pre-chorus is still the guy from the music industry who repeats how great the bay is, different from any other places where artists "must be" to succeed (Paris, Berlin,...), and recalls the artist how great and productive was his stay last year.
And the choruses are just the artist's feeling about this great place called "the bay", where he really wants to go one more time... but might not have the money or songs yet to do so.
