the song would appaer to be a statement about the protests. the first half about the kids protesting and how hard it is for them to get thier views through. being one of the students at the protests i know that there is alot of pressure and anger building up over the coalition governments acts and policy on education. 'there'll be trouble when the kidz come out' could be reffering to the first majour student protest where they took over the tory HQ making the english government look like a load of fools.
the lines 'out on the street tonight, they'er making peace tonight, they'er making peace' could have two different meanings here. the first is that the students are trying to make peace over the whole situation, or much liklier the line is a satyrical take on the police brutality and the harsh crackdown on the student protests that took place after the first one, the mass arrest kettling tactics that were employed and the use of fear to dissuade further protest, like the handing out of arcadian scentences for minor protesting offences, like this example here: youtube.com/… . the police syrens in the background of that part of the song is probably making it more likely to be the latter meaning.
