    Just a wild guess here. Maybe the "whistle" is the authors one true love.

    "and when my noose is tied I could blow it and fall down into your arms"

    When he feels like the world is going to end, he can go to his love, and they make everything okay.

    He found someone who can look past all the stupid things hes done, all of the girls in the past, and all of the hearts he's broken. His love still loves him no matter what.

Issac Hayes is the voice of reason, maybe God, the angel on his shoulder, or the voice of his forefathers from beyond the grave who can see the big picture and are pleading with the boys not to continue the violence and pattern of killing their brothers, but to rise above.
