    this song is about Miley when they broke up at the end of 2007. The line "Knowing that I am to blame For leaving your heart out in the rain" The go to Miley's song 7 Things lyrics..."And now we're standing in the rain But nothing's ever gonna change."

    They both have cross reference to the rainy day they broke up.

    Just a thought.
