Since Deceit is surrounded by fears of a nuclear war, 'Sleep' represents our lack of choice. Basically, there's anything we can do, so it's better to sleep. It has kind of an hypnotic connotation, as if the album is preparing us for the worst. Sleep really links with the general concept.

This song is a lullaby sung by the leaders of the world as they lead the world into nuclear destruction. They promise everything will be the same as before "A life of ease. A life cocooned in a routine of food" and that the people have a "choice" in the state of things and that they have "endless possibilities" in their future and "a taste of paradise", when in reality it's all deceit (hence the album title) and lies sung to keep themselves in power as they (the world leaders) drive human civilization over the metaphorical cliff of consumerism, conservatism, and destruction.
