in the very beginning of the song, it sort of sounds like a gunshot in the background, so i'm thinking when "she stumbles over a memory" it's the place where she shot this person, making them die & become a ghost.
she regrets this decision, by repeatedly saying sorry to the "ghost" but telling that she can't go back and change her actions.
in most of the song, she infers that the ghost is still around & watching her, and if this next stanza she ponders if the ghost (probably a former lover) is waiting for her to move on to someone else to fill her up, but she tells the ghost to close its eyes because it won't happen.

of course, this could be all an extended metaphor for someone she just gave up or broke up with or something.
