its about author / gonzo journalist Hunter S Thompson who lived for a time and ran for sheriff in aspen colorado (not utah) he was a known gun enthusiast (he aims the bestest powered rifles at the sky) his death (by suicide) in 2005 inspired MES to right this song

apparently about Jehovah's Witnesses,I got it from a review about "Fall Heads Roll".. but who knows what those weird Fall lyrics mean, except Smith who wrote it.
All I know is that this song is beautiful, not a typical Fall song, and to my opinion one of the best Fall songs in years.

Given the nature of the song, I guess it's possible that before MES added the Hunter S Thompson side of it, the song lyrics were influenced by the surroundings of New York in the snow. This could have included the Watch Tower building and sign for that small lyric, maybe, but who knows?! Such connections very speculative.
