    General Commentokay, so yeah it's kind of hard to translate, but she is basically saying various japanese appoloigies.

    kampai is something you say before you drink in japan; like bottoms up. shibari means bondage fetish, sake is rice wine served hot (i speak japanese)

    either this song is about the screwed up police system in japan. (which they can torture you and stuff for small criminal offenses), or about a bad experience in japan that NOFX had. i know they go on tour they a lot.

    General CommentThis has nothing to do with the police at all. It's all about an s&m club. The bit about Osaka jail is probably a dungeon reference.

    What's not to understand about the ending? Getting spanked by a mistress leaves very telling marks that's hard to explain to a partner, hence one bad deed deserves another (the punishment for unfaithfulness).

    The dialog in the beginning sounds really familiar. I'm sure it's taken from a movie. Ichi the Killer mabye. I think I'll have to go throuhg my film collection to find it now.

    Kanpai is a phrase used just before drinking.

    The rest of the song is pretty straight forward. Its a song about BDSM.
