I'm guessing it's about a guy named Bill who rises then falls... in other words, I really have no idea. Well, I have some obscure thoughts about it, but none that seems relevant to the entire song, so I'll just keep them to myself. Great song, though, none-the-less.

i guess, that the song is about the fact that it doesn't matter how high you rise. You could fall every time, and then everybody loves and your are kind of alone. that is what i woild say. i guessed..
