Obviously this song has a lot to do with the government and our Society. He's saying that if we don't do anything- if we don't try and stop the wars and fighting and killing... more and more people are going to die.
This song just represents human nature. Human beings invariably decide to destroy the world they live in without thinking about the consequences. Although Jim was being highly optimistic in this song.
