I kind of assumed this song was directed at some divine being with lines like "Although I need you I don't want to bleed for you" and "Time is your needle aimed to my heart" though the latter could just be about life in general and the way we all die.

It sounds like the positive side of the "to be or not to be" speech in Hamlet though I don't really see it as all that positive.

This song is basically about Kurt Cobain. The music even has a soft versus and a heavy chuga-chuga refrain to pay homage to Nirvana's sound. This isn't really speculation, I read in an interview that simon wrote it after Kurt's suicide and the death of some other rockers - it is meant to be a positive song - as in life can be hard but don't give up. The line you cite - is kind of "i love your music, and want more, but you threw is away, and I don't plan to" type sentiment.
