This seems to be a reference to a fictional location in the book/radio series "The Hitchhiker's Guide to the Galaxy". The Frogstar is mentioned as having at least three planets orbiting it, with the second of these, 'Frogstar World B', being described in the novel as "The most evil place in the universe" owing to the fact that it is the home to a device called the 'Total Perspective Vortex', which can effectively destroy a person's soul. Frogstar World B is also one of only two planets in the entire cosmos to survive the eventual end of the universe, which fits neatly in with the the album's theme of the universe having been destroyed accidentally. Additionally, the rest of the album that this song is from is primarialy inspired by another, unrelated Science Fiction TV show (and role-playing game) called "Spaceship Zero", and I think that the aliens that this show featured wher vaguely frog-like (but I'm not 100% sure), so it fits in in that way too.
