He's stalking the hell out of her. Stalking her like she's a fat sack.

erm okay I don't think it's supposed to be as much that he's stalking her fat ass but that he really loves her... and is expressing it it a creapy way. I don' t think the title fits well with this song, though, because real voyeurs who stalk thier victims usually do so for sexual satisfaction, but usually have no particular relationship/ love interest with thier objects. Voyeurs typically try not to be overly concerned with the object as a human but as an object for sexual gratification, through the context of serruptitious watching. That's why voyeurs never typically watch thier girlfriends/wifes/whatevers, they watch someone they have no emotional attachment to.
It seems that the guy in this song really loves this girl, but just watches her from a distance because he doesn't know how to approach her, but still notices her crying and going about her life, but feels wonder and sympathy for her.
which is different than what an actual voyeur would do.
