The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

...it's about knowing that if you want someone in your life, you're offering them this one last chance to let you know, because you know what they've been doing, for quite some time, and you've willingly played along, only because it was coming from THEM, and them alone. I feel like this is a song about a girl who maybe works or is in close contact with a guy who isn't currently into her but has just had some problems withi his current girl, and the work (per say) is really into him and is basically saying take a chance with her....
I think it's about two people having an affair, and the guy is unsure if he wants to leave his wife/girlfriend for this woman. the "running away" is them hiding and having the affair, and she wants him to really commit to a real relationship.
