The real Candy Jones was an American it-girl personality, and she believed herself to have been under mind control by the US secret services to do missions for them at one point... This song appears to have taken a load of inspiration from her there and used her story as role-play with a lover by getting them drunk!
It is a good song! :) I love this band. The singer is a bit bad- her idea of a high note is screeching. But I still love them and their carefree musical arrangements.
