i think that this song may... have an alternate meaing to what you hear. may be wrong but: instead of Delaware it could be Della, the girls name, where are you. so this is the way it could be. he just playing on the words. This entire thing takes place on a girls message machine: Della where are you and where of the e'er supply of television. (meaning that he is wondering where Della is and that he has an e'er ending supply of television) Are you still there? Is this thing on? Della where are you where? from philadelphia? First, the lyrics are a little wrong here. He says Deleware are you tonight are you from any town and in the background it says Philadelphia. Just thought I'd correct that. Anyway, I think this song is a tribute to the old band Air Supply, who is from Deleware.
Could also have to do with the fact that Promise Ring was signed to Jade Tree, who have their studio in Wilmington, Delaware. I like to think it's about the state... I live there :)
