"All the good that you discover In people that you hate Draw them close and pencil thin Then they're easy to erase" --People you loath can wear a facade of virtuosity/intellect. Once you get to know them and take "note"(ice) of their logic it's easier to trust your instinct and to disregard.--

"You've got it down just feed them lines And watch them starve to death Keep them crowded and short of air Then you can take their last breath" -- Now that you understand them you're able to ask an explaination. They run out of spin when you don't just eat what they say (reversal of the concept "Eating-upsomeone's words"). By asking them to explain their logic you'll get the last word to expose their hypocrisy.--

"I'd rather be insulted by you Than someone I respect If I don't share the same view It's just my birth defect" -- They will most likey curse yo. Since you understand them and how low they are their insults carry now weight. The only thing to do is to say your different becuase any logical explaination will never be hear.--

Basically: When someone talks and acts as if they are above you intellectually it can be possible to counter their spin.

I take it as some people are shallow and mean. Don't let them get you down (or let their insults hurt you).

They can be mean but do you really care what a shallow/selfish/mean person who you have no respect for says or thinks about you?

The main to note with this song is that "you" is consistent - they are someone who hates people who do good things. Now, it doesn't appear this "you" hates people because they do good things, but it's rather a statement that this person's opinion is completely irrelevant. Rather, the difference in opinion between them and the narrator is completely arbitrary - it's the titular birth defect. They have different perspectives because they were born in different circumstances, so that's no reason to hate, but their baseless hatred is a reason not to respect them. The last thing is the first seems to imply that "you" is practicing genocide against the people they hate - probably based on that "birth defect". It doesn't sound like it's literal genocide though, it sounds more like this person is just manipulative and cuts people down, but it's hard to tell exactly what is being referred to. In short, the song is saying that just because you don't like someone doesn't mean they are a bad person, and if you believe you're a contempt worthy person who should be stopped.
