I always pictured this song as being about a prostitute. He says "Little girl you've been down here so long, I can tell by the way that you move". He later talks about her "left standing out on the street". The first verse about going into the house where the blinds are closed could also be meeting a client.

Basically she is trapped in the cage of being a prostitute... the song is sung from the perspective of her male client/love interest

There are people in this world (probably especially in places like Hollywood) where everyone meets them is blown away, they're so charming and fun, they're the life of the party. They're stars. But this is just judging them on the surface. You can be a star extrovert but be walling yourself off emotionally. They jump from relationship to relationship because all they're looking to share is the surface elements. They get scared people will find out it's an act, and will get bored of them. So they cut and run. I see this song as about someone like that. The narrator/Seger meets them again after a long time and hopes they're no longer putting on the act. But they're still the same... and he walks away

The woman in the song represents his relationship to Hollywood lifestyle. It is initially exciting and new and he is bowled over by it. Then eventually the shine wears off and he realizes he is all alone and it was empty fulfillment compared to what he had at home.

I know the real origin of the song now, but I feel like the lyrics fits the theme perfectly of society going back to nature/back to mother earth, which fits Paul Simon perfectly and the Graceland album he would go on to make. Part of the reason why I interpreted it that way is I used to think the lyrics were "just an ocean away", which would've presumably referred to Africa.
