It doesn't mean anything. It is simply a line taken from John Langstaff's "All the Ducks" which was a kids song from the 1950s. It isn't a sample of the original recording, presumably that was to avoid copyright problems. The line is instead a sample of an impersonation of Langstaff's singing done by the impressionist and actor Enn Reitel.

The song itself was just a kids song about ducks swimming on a pond.

Going somewhere to live where nobody knows anything about you, so that you can re-invent yourself however you wish - one example could be a load of students turning up at Uni - all of them acting like they are some sort of super cool dude, even though just a couple of days before they were living at their parents place and still having mumsy making their breakfast.

The "Lay Lay Lay" part is derived from a late 70's TV adaptation of Quartermass, which featured a cult of hippy type people who chanted "Lay lay lay" (or it could have possibly been "Ley" as in Ley lines). This also ties in with the "armageddon! This beautiful tree" line - Mark Smith taking the piss out of hippies, basically.

As far as I recall, Town to Town was supposed to be a song about people moving away after (or to avoid) a nuclear war. However, there isn't much in the lyrics that make that very obvious!

(And I think it's "Hit Bonn and hit Bootle" isnt it? (Rather than Bordeaux)
