Like darkwolf112 I think he's talking about the kind of girls he goes after, and if they don't "put out" (loosen up your hair) they can get out (tighten up your belt).

I think that this could possibly be about someone he loves that passed away. To me it's most evident in the lines "Nothing but a fire sets her free" and when he proceeds to say "Underneath the ground she finds her peace".

When he speaks of fire it could mean that she's cremated?

And one day he will "find (her) there" in heaven?

I'm not entirely sure that's just my interpretation of it.
