Most of the lyrics were inspired by the novel 'London Fields' by Martin Amis.

The first verse refers to the upper class society for example on the first line "Confidence is a preference for the habitual voyeur of what is known as..." at the time there were stories of affairs in the paper concerning government. I took it as Albarn saw these people in power confident enough to pursue there sexual favors just because of the power they processed.

"Johns got brewers droop" could have too meanings, he could be referring to the erectile dysfunction or he cud be referring to the US politician David Brewer who was considered a strong conservative at the time.

And the last line of the first verse is just a piss take of the upper class and how there viewed
