This, and the song that precede it, at first are very depressing. But the more I hear, the more it feels hopeful. Maybe, once everything else has been stripped away, all there is left is our love and what we meant to those we loved in turn. That's not such a bad thing.

Maybe all we are is zeros and ones, and are the attempt of a vast equation (god) to balance itself.

imho, this song tells a story, or rather, describes a man. While the government tries to maintain control and the people are uprising, this guy is a high level functionary somewhere in the gov, perhaps a scientist. He has access to bombs or viruses or what-have-you. He's not the President or the powers behind the throne--he is invisibe. No one in the government has any idea of his intentions. All his life he has striven to remain invisible, so that no one can see what he believes to be his true purpose, his destiny... to *murder everything*.

The events following the Warning provide him the perfect opportunity to fulfill his delusion. He knows the Presence will have no choice but to respond to the death and chaos he'll unleash and wipe everyone out. He goes to work one day, signs in, nods to his coworkers. He doesn't care if what he's doing is good or evil; his only desire is for total nihilism... to erase himself and the world along with him. With pure ecstasy of purpose, he pushes the button to drop the bombs/release the virus, and thus he becomes the great destroyer.
