The song is a snapshot of the mind of a serial killer. It is upbeat because it is taken from the point of view of the deranged killer, to which everything seems normal. If you raise the volume, you will hear a second layer of vocals in a more scratchy and deeper voice. This is the real dark and scary voice of the serial killer. "It's so erotic when your makeup runs" refers to the victim crying before his eyes. However, to the serial killer's twisted mind, it's a beautiful and erotic sight.
The chorus refers to bodies or trophies of victims in his garden shed, books he read but misinterpreted, scars he'd gotten accomplishing his sexual misdeeds. It's a messed up song, but sang and played beautifully to paint the normalcy of actions seen through the eyes of the killer.

To me, this song is a dialogue between a drug addict and the drug itself. "You keep me..." and "You have me..." emphasize actions the drug makes him/her do all the time. The druggie complains of how he/she lost control of his/her actions. "You have me on my knees" refers to vomitting from drug use. "You have me in your pocket" when in reality the person has the drug in his pocket, but it feels as if the other way around is even truer.
When Steve Wilson raises his voice, it's the drug talking now: "I'm sorry that, I'm sorry that I'm not like you. I worry that I don't act the way you'd like me to." The drug is not like the druggie--it's inanimate and does none of those things, but it worries that it is unintentionally causing the pothead do those things.
