No-one's going to look this far, but I don't think that this song is mainly based on Syd Barret.
I always thought that the beginning of the song is based around regret on people's acceptance of the modern world loosing their free thought in the process especially those who still think they know what's what - "So, so you think you can tell Heaven from Hell,
blue skies from pain."
"Green field from a cold steel rail" - tell the countryside from heatless city. "Hot ashes for trees" - ok to burn down forests. "Hot air for a cool breeze" - listening to someone rant on and on, instead of going outside and feeling the gentle breeze. "A walk on part in the war for a lead role in a cage" - did you rid of your honour (ie allow yourself to be a prisoner) just for more importance or money or attention or whatnot.
The other's can be interpreted in a similar way.
Syd Barret might however, have been someone who Roger Waters thought saw the world the same way as him, and now wishes he was still there to see it as he did.

Just a thought though.
